The momentum of China-Africa joining hands to advance modernization is boundless: Global Times editorial

BEIJING, Sept. 6, 2024 /PRNewswire/ -- The 2024 Summit of the Forum on China-Africa Cooperation (FOCAC) was held on Thursday. Chinese President Xi Jinping attended the opening ceremony and delivered a keynote address titled "Joining Hands to Advance Modernization and Build a Community with a Shared Future." President Xi proposed that bilateral relations between China and all African countries having diplomatic ties with China be elevated to the level of strategic relations, and that the overall characterization of China-Africa relations be elevated to an all-weather China-Africa community with a shared future for the new era. The Summit adopted the Beijing Declaration on Jointly Building an All-Weather China-Africa Community with a Shared Future for the New Era and the Beijing Action Plan (2025-2027) of FOCAC. China-Africa cooperation has opened a new chapter in the history of jointly advancing modernization. President Xi stressed that China and Africa account for one-third of the world population. Without our modernization, there will be no global modernization. In the next three years, China will work with Africa to take the following 10 partnership actions for modernization to deepen China-Africa cooperation and spearhead the Global South modernization. By closely connecting the future of China and Africa through the theme of modernization, the development momentum will be generated. The global vision embodied in this blueprint, and the vast creativity and potential it contains serves as a model and source of inspiration for the Global South as well as the entire world. The momentum is boundless. In the 10 partnership actions, Xi announced that China has decided to give all least developed countries (LDCs) having diplomatic relations with China, including 33 countries in Africa, zero-tariff treatment for 100 percent tariff lines. This is a proactive, unilateral move by China to expand its market access. China is the first developing country and major global economy to implement such an initiative, demonstrating that in promoting development with the world, China is creating opportunities and achieving win-win outcomes without any hidden agenda, any geopolitical self-interest, or any conditions attached. If China-Africa cooperation is like a mirror, what people see in it is not only enormous development opportunities, but also China's genuine goodwill and global vision. And this is just an epitome of China-Africa cooperation. The 10 partnership actions cover a wide range of areas, from mutual learning, trade prosperity, and infrastructure development to healthcare, agricultural collaboration, people-to-people exchanges, green development, and common security. For example, it highlights that China will provide 60,000 training opportunities to Africa, mainly for women and youths, which is aimed at addressing the career development concerns of African youths and cultivating a new generation of talent for Africa. China will also send 500 agricultural experts, and establish a China-Africa agricultural science and technology innovation alliance, addressing issues of food security and self-sufficiency in Africa in the context of global climate change. The 10 partnership actions are concrete, aimed at providing feasible solutions to specific problems. China is serious and responsible in fulfilling its commitment to Africa. It is not difficult to see from the 10 partnership actions that China has been committed to helping African countries achieve political stability and social stability. On the foundation of stability, China helps African countries seek long-term sustainable development, focusing not only on solving the longstanding issues that hinder Africa's development but also on new pathways that advance Africa's future progress. This indicates that the China-Africa community with a shared future is by no means a temporary plan; rather, it transcends specific moments and events, genuinely focusing on the overall development of Africa. This is why it possesses a vigorous and inexhaustible driving force and demonstrates strong resilience. The exploration of building a high-level China-Africa community with a shared future holds significant global and contemporary importance. Developing countries face a variety of real challenges and are easily affected by the complex and changing international situation, which can disrupt or even hinder the achievement of established goals. If China-Africa cooperation can carve out a new path for South-South cooperation, it would be a tremendous encouragement for countries in the Global South. This would provide a fresh perspective on addressing global development issues and has positive implications for demonstration and promotion. China has a population of over 1.4 billion, and Africa also has a population of over 1.4 billion. Such a huge modernization process is unprecedented in the history of human civilization. China has a firm determination that "on the path to modernization, no one, and no country, should be left behind." This vision as a major country will write a new chapter in the history of human development, making the future of modernization in the Global South promising, and it will also promote a bright prospect for the world toward peace, security, prosperity and progress.

'Joining hands to advance modernization' a gift of China and Africa to the World: Global Times editorial

BEIJING, Sept. 3, 2024 /PRNewswire/ -- The 2024 Summit of the Forum on China-Africa Cooperation (FOCAC) will be held in Beijing from Wednesday to Friday. Leaders from China and over 50 African members, as well as representatives from African regional organizations and international organizations, will once again gather in Beijing. This is the fourth time the FOCAC is being held in a form of a summit, and it is also the largest diplomatic event hosted by China in recent years, with the highest attendance of foreign leaders. Over the past few days, African leaders have been arriving in Beijing. Chinese President Xi Jinping on Monday started holding bilateral events with foreign leaders who will attend the 2024 Summit. This also marks the official beginning of the "2024 Summit of the FOCAC time." The theme of this year's summit is "Joining Hands to Advance Modernization and Build a High-Level China-Africa Community with a Shared Future," highlighting the exploration of the path to modernization as a key focus of the summit. China and Africa share a natural advantage in cooperation, stemming from mutual empathy. China is the largest developing country, while Africa has the highest concentration of developing countries. Both have similar historical memories of long-term poverty, weakness, and suffering from aggression, and both aspire to achieve independence, self-determination and justice. Moreover, they both hope to realize modernization and improve the living standards of their people. China is well aware of the challenges and difficulties that African countries face in their development. When it comes to China-Africa cooperation, many Africans share the sentiment that China responds urgently to Africa's needs and addresses Africa's difficulties. In the new era, President Xi proposed the Global Development Initiative, the Global Security Initiative, and the Global Civilization Initiative, which have received broad support from African countries. The historical wheel of the community with a shared future between China and Africa has accelerated. China-Africa cooperation, which initially focused on economy, trade, poverty reduction, and development, has gradually expanded into practical cooperation in various areas such as governance, cultural exchanges, peace and security and public health, achieving leapfrog development. In 2013, President Xi visited Africa, his first official overseas visit after assuming the office of president, emphasizing that China and Africa have always been a community with a shared future. In 2018, President Xi delivered a keynote speech at the opening ceremony of the Beijing Summit of the FOCAC, highlighting the joint efforts to build "an even closer China-Africa community with a shared future in the new era." The practical significance of FOCAC has continued to grow and evolve, demonstrating its comprehensiveness and strategic nature, making it a crucial platform for collective consultation and coordinated action between China and Africa, and a hallmark of international cooperation with Africa. Today, the African continent is at a crucial moment in search of a path and model for modernization. Many African countries' leaders arrived in China days in advance to visit various provinces and cities, aiming to gain a comprehensive understanding of China's modernization process and to engage in targeted high-level cooperation with China. Zimbabwean President Emmerson Mnangagwa's first stop in China was Shenzhen, while Mozambican President Filipe Nyusi chose Shanghai as his first destination. President of the Central Africa Republic Faustin-Archange Touadera visited Chongqing, citing "similar geographical characteristics" between the two regions and expressing his desire to learn how China's inland cities achieve opening-up to the world. On Madagascar's 20,000 Ariary banknote, a Chinese hybrid rice is clearly printed, in order to commemorate Chinese experts who promoted hybrid rice locally and effectively improved the country's self-sufficiency in food. Some African scholars have pointed out that a distinctive feature of China's cooperation with Africa is being "driven by Africa's needs," which has also led to more countries "willing to listen to Africa's voice and establish equal partnerships." The FOCAC has always been based on voluntary and equal principles, dedicated to addressing practical livelihood issues in Africa. This is an important reason why China-Africa cooperation is down-to-earth and vibrant. The exchanges between China and Africa represent an unprecedented new phenomenon in the process of globalization. Two formerly colonized and underdeveloped economies engaging in such extensive and in-depth exchanges and cooperation are gradually becoming a new engine for global development, carrying significant world-historical meaning. In a certain sense, globalization is evolving toward a more inclusive and diverse direction, aligning with the mainstream wishes and needs of the international community. Due to the great success of the FOCAC, many countries have also rushed to establish "Africa+1" cooperation mechanisms. We call on all countries to work together to contribute to Africa's modernization based on fully respecting the will of African countries. We oppose any geopolitical manipulation, welcome and are willing to cooperate with all parties sincerely focused on Africa's development. China's cooperation with Africa is not exclusive, but highly inclusive. In the past, China was a companion of Africa in seeking liberation; in the future, China will also be a fellow traveler of Africa in seeking development. The Third Plenary Session of the 20th Central Committee of the Communist Party of China held in July this year made systematic arrangements for further deepening reform comprehensively and advancing Chinese modernization. It proposes that we should remain committed to the basic state policy of opening up to the outside world and develop new institutions for a higher-standard open economy, which will provide solid guarantees for Chinese modernization and also promote the construction of an open world economy. It's believed that the upcoming 2024 Summit of FOCAC will once again leave a significant mark in the history of civilizational exchanges between China and Africa, injecting new powerful momentum into cooperation in the China-Africa field.

SURVEY SHOWS AUSTRALIANS FEAR DISTRACTION BY CAR TECHNOLOGY AUSTRALIANS NOT READY TO DRIVE 'HANDS-FREE'

BRISBANE, Australia, Aug. 6, 2024 /PRNewswire/ -- A survey of more than 1,000 Australian car owners by insurance provider Budget Direct found three-quarters of respondents (75%) believe that car technology can be distracting. The most distracting car technologies included touchscreens, hands-free mobile phones and speech-to-text systems. Of bigger concern is that over 1 in 10 (16%) reported having either an accident or a close call due to these technological distractions. The survey also showed that not all Aussie drivers are ready for the hands-free driving revolution just yet. Two in five (41%) remain skeptical about fully trusting automatic systems like lane correction or pedestrian protection. Budget Direct's Chief Growth Officer, Jonathan Kerr, said new, advanced technologies are becoming more available in mid- and lower-range cars. "Once luxury features like adaptive cruise control and massaging seats are now enjoyed by increasing numbers of Aussies," he said. The public's fear of car technology changes, however, when Australians think about technological features that make cars safer. "Innovative safety features such as automatic braking and blind spot warnings are more often becoming standard. "The number of cars in Australia has nearly doubled in the last 30 years. Busier roads could be one factor explaining why the latest safety and driver assistance technology are high priority," Mr Kerr said. It seems drivers agree with nearly two-thirds (64%) saying the latest safety and driver assistance tech is either very or extremely important to them. The top five must-haves are rear view cameras and/or parking sensors (68%), blind-spot warning systems (61%), collision warning and avoidance systems (49%), auto emergency braking (46%) and lane departure warning and correction systems (38%). "Interestingly, attitudes across different segments differed quite a lot," Mr Kerr said. "Perhaps because it is more familiar to them, it was our younger car owners who emphasized safety tech. Nearly three-quarters (71%) of Gen Y or younger told us it was important compared to 63% of Gen X and 58% of Baby Boomers." It was a similar story when it came to the convenience and entertainment side of car ownership. Exactly half of Gen Y or younger said it was important versus 40% of Gen X and just 28% of Baby Boomers. When it came to gender differences more men (45%) than women (37%) rated the latest convenience and entertainment tech as must-haves. Female car owners were more cautious about technology both in terms of trust and as a distraction. A little over half (53%) of women were prepared to fully trust their safety tech compared to nearly two-thirds (65%) of men. It was a similar story with the issue of distraction; 79% of women thought it was a problem but 70% of men thought so. Guardians of the Silver Age Summit: Stakeholders Join Hands to Foster Elder-Centric Compassion and Enhance Quality of Life Among Elderly with Dignified Care

HONG KONG SAR - Media OutReach Newswire - 22 July 2024 - Co-organised by The D. H. Chen Foundation ("the Foundation") and Generation Hong Kong ("GenHK"), the co-initiators and growth partners, the Guardians of the Silver Age : Meaningful Ageing and Compassionate Care Summit (“the Summit”) concluded on a high note. Around 130 stakeholders from the healthcare, welfare, education and academic, business and public policy sectors gathered at the Summit for an inspirational and solution-oriented dialogue on reimagining ageing and transforming the eldercare industry in Hong Kong. Jointly initiated by the Foundation and GenHK, the Guardians of the Silver Age (“GSA”) was launched in 2020 with the goal to redefine eldercare and promote Elder-Centric Compassion across the industry. Not only does it provide training to frontline care workers and supervisors, in the past two years, it has also successfully pioneered a school pilot programme to nurture the same values and mindset among the young generation in secondary schools. At the Summit, GSA’s representatives, employers, school partners and programme participants shared the significant impact GSA has made since its launch. The Foundation and GenHK also unveiled GSA 2.0 which will further focus on catalysing change in service units and schools, with the goal to deepen the compassion value in the community and promote the vision of creating a society where “Everyone is a Guardian of the Silver Age and Everywhere has a Guardian of the Silver Age”. Navigating the ageing society with the Elder-Centric Compassionate approach In Hong Kong, the percentage of people aged 65 and older is increasing sharply from 20.5% in 2021 to the projected 36.0% in 2046, according to the Census and Statistics Department. Meanwhile, the talent gap in the eldercare industry has remained high at around 20%. While eldercare workers play a pivotal role in safeguarding the well-being of older adults, some have overlooked service quality and respect for the elderly due to the intense workload and lack of behavioural skills and mindset training. Therefore, the elderly are not getting the dignified care they deserve, and this is the pressing social problem GSA intends to solve. At the Summit, Professor Terry Lum of the Department of Social Work and Social Administration, The University of Hong Kong, and Henry G. Leong Professor in Social Work and Social Administration, shared some important findings from his independent research commissioned by GenHK to evaluate the effectiveness of the GSA bootcamp in training frontline care workers. The study indicates that the training effectively bridges the skill gap and enables care workers to transform from a task-based mindset to value-based mindset. Most importantly, the study recommends that the Elder-Centric Compassionate model can only be effectively adopted if the entire service unit shares the same value and systematically changes the culture; hence, it’s crucial for GSA 2.0 to aim at going beyond training individuals. Ms Karen Cheung, Trustee & Chief Strategist of The D. H. Chen Foundation shared at the plenary her understanding of compassionate care by referring to the traditional Chinese Confucius virtue of self-cultivation (修身) as a basis for regulating family, state, and the world (齊家,治國,平天下). Ms Cheung emphasised that individuals should be guided from a young age to first take good care of themselves, before extending care to their senior family members and the broader community. For this, Ms Cheung also cited the motto of her grandfather, Dr Din Hwa Chen, who was the Founder of The D. H. Chen Foundation: “Care for others as well as you would care for yourself.” Ms Cheung acknowledged that it can be challenging to fully empathise with the elderly. “We have not personally experienced the ageing process so we can only rely on imagination (of ageing) before we can provide proper elderly care,” Ms Cheung remarked. However, she believed that by guiding individuals from a young age to understand that even small acts can have a significant influence on one’s thoughts and behaviours, it would become natural for everyone to be motivated to take care of the most in need – be they young or old, within the family or in the broader community. “I am very pleased to hear that the GSA alumni have been inspired to care more for their own senior family members while learning to provide care for the elderly at facilities.” She added. ” Driving systemic change in the eldercare sector and from schools Since its launch in 2020, GSA has made a significant impact in the society and has trained and upskilled more than 200 and 300 elder-centric compassion frontline care workers and practitioners respectively. Professor Lum’s research also indicated that both GSA graduates and employers agreed that the bootcamp training was effective in equipping care workers with technical skills as well as the mindset needed for delivering dignified eldercare service; graduates also demonstrated more confidence in providing care. As one of the employers of GSA graduates, Ms. Janelle Chan, Head of Service (Elderly Services) of Hong Kong Children and Youth Services shared, “We observe a marked difference in the quality of service provided by GSA graduates. They are attentive to the elderly’s unique needs and able to support their daily routines with respect. Having GSA graduates at our eldercare centres helps promote a compassionate mindset among our teams, and we are determined to continue building this positive culture throughout our organisation." Furthermore, GSA also recognises the importance of cultivating compassion among the younger generation as well as inspiring them to reimagine eldercare. Working with Lok Sin Tong Yu Kan Hing Secondary School, GSA’s school pilot programme provided students the exposure to eldercare service, allowing them to understand the industry and ageing with first-hand experience. This helps foster compassion-based values among the students which they could integrate into their daily lives at home, at work and in the community. Ms. Ling See Yan, Principal of Lok Sin Tong Yu Kan Hing Secondary School, said, “The pilot programme plays a prominent role in nurturing our students' sense of responsibility and instilling compassion-based values. Its approach has helped our students and teachers internalise the understanding for compassion, which is reflected in their daily lives and how they interact with people.” GSA 2.0: Forging ahead with the next stage of transformation Approaching the fourth year, GSA 2.0 envisions to build a society where “Everyone is a Guardian of the Silver Age and Everywhere has a Guardian of the Silver Age”. From training individual frontline care workers, GSA will expand to a service unit-based talent training and development approach. This new model aims to instill the value of compassion across all levels throughout the service unit and support them to enhance daily operation and adopt change in the services they provide, so as to drive a more sustainable and long-lasting outcome in the industry. At the end of this phase, GSA envisages to establish a set of guidelines with best practices for building an elder-centric compassion service unit, which will facilitate a wider sector adoption. The school pilot programme will also be extended from an individual level to the wider community, sowing the seeds of compassion in families and the community. Through collaborating with more schools, it aims to nurture a compassionate next-generation pool of talents and more guardians of the silver age. Mr. Brian Cheng, CEO of Generation Hong Kong, said, “A compassionate mindset is fundamental to ensuring our elderly can get quality care and live with respect and dignity in their silver years. We aspire to transform the way ageing and eldercare are generally perceived, inspiring more people to consider developing a career in the industry and becoming part of a greater cause. Forging ahead with GSA 2.0, we will continue to work closely with the Foundation and our trusted partners to cultivate more change champions in the industry, schools and the wider community.” Please download high-resolution images here. Chen Foundation and Generation Hong Kong co-initiated the "Guardian of the Silver Age" programme in 2020, adhering to the value of Elder-Centric Compassion with the goal to redefine eldercare. It aims to address the challenges of the ageing population by driving innovative development within the sector, exploring new possibilities of the silver age, as well as promoting high-quality and dignified life for the elderly. The initial phase of the "Guardian of the Silver Age" programme offered free full-time elder-care bootcamp trainings to cultivate new talents who aspire to develop a career in the eldercare industry. Meanwhile, the programme also provided short-term certificate courses to enhance the skills of supervisors, so as to optimise person-centred services for the elderly. Phase two of GSA will commence in August 2024, the programme will collaborate with selected eldercare service units in a unit-based approach. By cultivating values of Elder-Centric Compassion across all levels within the organisation, which will ultimately drive change in the eldercare ecosystem. The programme will also partner with more schools to promote compassion in the broader community, so as to realise the vision of "Everyone is a silver guardian, and there are silver guardians everywhere." Aspiring to build a compassionate society and promote compassion-based values, the Foundation endeavours to put compassion into action through the work of our five Institutes - a realisation of Dr. Chen’s philosophy – “Care for others as well as you would care for yourself”.About Generation Hong KongGeneration is a global employment nonprofit network that supports people to achieve economic mobility so they can change their lives.
